
An FBI affidavit has detailed allegations against a man facing federal stalking charges related to WWE’s Liv Morgan.
A detailed report from The Independent reviewed the affidavit. Authorities unsealed the document on Friday, revealing new, unreported details.
The federal document does not name the accused but The Independent identifies him as Shawn Chan, 41, of Scarborough, Ontario, Canada. The report matches details in the affidavit to his June 3 arrest on state charges.
A court indicted Chan on one count of interstate domestic violence. He faces up to five years in prison if convicted.

The affidavit alleges Chan obtained a Canadian passport on May 26, 2025. He flew to Orlando that same day. He reportedly told customs officials he would stay at the WWE Performance Center, which has no lodging.
On May 31, Chan allegedly traveled to Morgan’s private residence. According to the affidavit, surveillance footage captured him circling the property. He attempted to find a key and tried to open the door by swiping the lock and grabbing the handle.
The document states Chan then picked up a Sig Sauer MCX .177 air rifle someone had left on the porch.
After staying at the home for over two hours, he left a handwritten note. The note mentioned he was paying a “friendly visit” and included his personal contact information.
Chan then allegedly appeared at the WWE Performance Center on June 3 where Morgan was present for a taping. Security personnel recognized him from surveillance footage and notified deputies, who took him into custody.
Morgan later told authorities she did not know Chan. She also expressed concern that the public knew her address. The affidavit notes she told police that other individuals had shown up at her home uninvited. She explained she does not bring fan mail into her residence due to concerning messages she receives.
Chan is in custody at the Pasco County Detention Center. A court has scheduled his arraignment in Orlando federal court for July 18.
